I send money to mexico and they don't release the money they give card but the card has no all the money the I send is a fraud

What kind of website with incomplete info ? For a week I am struggling to find out their verification process , says additional documents needed but what documents not stated ! rates are low , poor customer service , no detailed info on website. stay away !
